It sounds to me like you have an Ad-A-Battery system or something similar. Your dual battery charger has two sets of output leads.
Those leads should be connected DIRECTLY as one set of leads to battery #1 and one set of leads to battery #2. Your 1-2-both switch should be OFF when you are charging. You will, I suspect, be supplying current to your motor and other boat circuits by having the switch on and running your charger through that switch. Adding two more batteries could be accomplished by buying a four battery charger (four sets of output leads) or buying a second dual battery charger. When you only want one AC plug-in you connect both charger AC inputs to a small junction box that is fed current by the AC plug-in.
That will be nice and simple and safe. Of course, you need to check wire size to make sure you have proper size for the length of your wire runs.
